substantivelythe CNN-IBN show that day devoted to what the channel was calling a public health/medical emergency What emergency Swine flu One deatha terribly tragic deathmay be an avoidable deathand consequent public response dont make for an emergency But evening timewhen the panels are seated and the anchors are primedphrases like public health emergency spread faster than any virus known to epidemiology Can this condition be precisely defined It affects many news TV anchors across channels The basic symptoms are rapid hand movementrapidly advancing inability to recognise a sensible pointand rapid departure of questions from the moorings of reason No cure has been found yetand experts say none may be found SoI have a different request of news TV anchors: on stories like swine fluwill you please speak more circumspectly People are watching and some of them may take you at face valuebelieving you did your homeworkas journalists are supposed tobefore speaking on something like this The CNN-IBN show saw the anchor saying the government has something to hidewhich is why the private sector wasnt being involved in testing I am always ready to believe governments have something to hide But not when journalists toss around claims like this just to get a rise from a talk TV panel I found myself warming to the minister of statehealthwho was on the panel and who requested TV journalists to do a bit of research before declaring that the epidemiological sky has fallen on our heads The two doctors on CNN-IBNs panel did nothing to improve the quality of the chat But doctors who have the ability to talk through TV anchors can bring some reason backas they did on NDTV NDTVs doctor panellists were clear that panic wasnt called forthat swine flus strike rate affects news TV anchors during interviewsand although my sample is unscientifically drawnI have seen it happen more than a few times on CNN-IBNs Devils Advocate The basic symptom is that at some point FS Nariman with senior lawyer Anil Divan after he expressed his inability to assist the court in suggesting names for BCCI administrators Top News The Supreme Court in its judgment on Monday has confirmed that the nine-year cumulative period clause for the office-bearers would be applicable to the state associations as well along with the BCCI In 25 (i) of the order the apex court stated: “All the office bearers of BCCI and of its affiliated State Associations who fail to meet the norms recommended by the Committee and accepted by this Court shall forthwith demit and cease to hold office…” In its amended order on Tuesday the apex court said: “Mr Gopal Subramaniam (amicus curiae) also draws our attention to an inadvertent error in our Order clause 25 (i) (f) whereof shall now stand modified/corrected to read as under: “25 (i) (f) Has been an Office Bearer of the BCCI or a State Association for a cumulative period of 9 years” The common interpretation of this within the Indian cricket fraternity is that the cumulative periods for the BCCI and state associations don’t clash If someone has completed nine years as an office-bearer in a state body he would still be allowed for another nine years in the cricket board with the necessary cooling off period thrown in provided he hasn’t served his term in the BCCI as well The Lodha Committee has recommended a mandatory three-year cooling period after each term “The cumulative periods for the BCCI and state associations are separate” a Cricket Association of Bengal (CAB) office-bearer said But there’s a different interpretation of the order as well “No he will not be eligible (nine years in state plus nine years in the BCCI) because of the order of the Supreme Court In the amended order the court has made it clear that it’s nine years at the BCCI or state associations An office-bearer will have to go for a cooling-off period after each term doesn’t matter if he holds different posts during his term And to discharge the duties of the BCCI president and secretary even during the interim period one has to fulfil the criteria specified by the Committee” a Lodha panel official told The Indian Express Meanwhile the Supreme Court on Tuesday replaced noted jurist FS Nariman with senior lawyer Anil Divan after he expressed his inability to assist the court in suggesting names for BCCI administrators Nariman told a bench headed by Chief Justice TS Thakur that he had represented the cricket body as a lawyer in 2009 and hence did not want to be part of this exercise In another Lenovo Vibe K5 Note the newest addition to Lenovo’s K series is now out for India The Vibe K5 Note comes here just eight months after the Lenovo Vibe K4 Note was launched But unlike the previous version this one goes straight on open sale However Lenovo is not bundling the ANT VR headset with this for an additional price and users have will have to purchase it separately at Rs 1299 Lenovo Vibe K5 Note is launching in two versions in India: 3GB RAM and 4GB RAM and this appears to be a strategy across Lenovo-owned brands The Moto G4 was launched in a more expensive Plus version as well as the regular Moto G4 With Lenovo Vibe K5 Note the starting price is Rs 11999 for the 3GB RAM version while the 4GB RAM one costs Rs 13499 The new phone is pitched as a ‘content consumption’ device with support for Lenovo’s TheaterMax technology which the company points works across all applications and forms of content on the smartphone and is more than just regular VR Here’s our first impression of the smartphone based on the time we spent in the demo zone Let’s get it straight: With Vibe K5 Note TheaterMax is the USP or at least that’s how Lenovo is pitching it The company first introduced this technology in India with the K4 Note then the more premium Vibe X3 and now brings it to the latest smartphone So how does TheaterMax work Users will need an ANT-VR headset and the smartphone needs to be inserted between this headset It’s not as sturdy looking as the Samsung Gear VR and in the demo zone it took me a couple of minutes to figure out how exactly to slide this smartphone into the headset Lenovo Vibe K5 Note’s ANT VR headset Before sliding it in a user needs to long press the Power button on the Lenovo Vibe K5 Note mode and switch on the VR mode which shows in the list of options Again this was something I didn’t know and I feel the phone should at least prompt a user about the same when they first insert it in the ANT-VR headset So what exactly happens with TheaterMax As soon you turn on the VR mode it will start showing everything on the device in two screens Once you insert the phone in the headset these two screens merge to make one screen which gives you a theatre like experience The transition to TheaterMax works quite smoothly and the device didn’t stutter or lag as it switched modes WATCH VIDEO:Lenovo Vibe K5 Note In India The Vibe K5 Note’s 55-inch full HD display is also quite sharp and vivid which is another plus point when using this phone in the mode Lenovo says TheaterMax can be used across applications and you don’t really need VR specific content to watch movies videos or games using their technology Basically you can get your regular mobile games in a VR-style mode This is in addition to support for the regular 360-degree VR content Lenovo Vibe K5 Note has a full metal unibody design I played Asphalt 8 via with the TheatreMax headset on Vibe K5 Note which is an experience in itself While the game ran smoothly figuring out controls on the Amkette GamePad Pro 2 with the headset on was a challenge Plus if you want to go gaming in TheaterMax you’ll need to invest another Rs 2800 on the Amkette GamePad Pro 2 Honestly it’s not an easy or comfortable experience especially for someone like me who wears spectacles to play the game — for the record I had to take the glasses off But then there are people who can spend hours wearing VR headsets without experiencing discomfort Lenovo has also launched a TheaterMax Bluetooth controller which is another investment needed if you want to try this on your phone The controller by itself will cost Rs 999 Lenovo is bundling the ANT VR headset and controller together for Rs 999 on Flipkart while the GamePad and VR headset can be bought together at Rs 1999 With Lenovo Vibe K5 Note the design is similar to the Vibe K5 Plus with the metal unibody and marks a departure from the K4 Note The phone has 55-inch full HD display at 401 ppi It runs the MediaTek 64-bit Octa-core 18 Ghz MT6755 processor and will have 32GB storage space with 128 GB microSD support The camera is 13MP with PDAF and the front camera is 8MP Lenovo has kept the battery at 3500 mAh which is a slight bump from the previous K4 Note’s 3300 mAh one The notifications tab on the Lenovo Vibe K5 Note The other big change in the Lenovo Vibe K5 Note is the UI This one comes with Android 60 Marshmallow with the company’s Pure UI on top and the UI is very pure Android While the Notifications tab is more in line with the Vibe UI the apps are organised more like stock Android Lenovo has also included a Secure Zone feature where promises additional encryption and password protection for personal data inside it It will also let users install and run two WhatsApp Facebook Gmail accounts on one device This sounds similar to MIUI8’s dual app feature The Vibe K5 Note offers decent specifications on paper but with smartphones this battle is now over Most phones offer an extra USP and Lenovo is hoping that in this case the TheaterMax mode will be a convincing one For all the latest Technology News download Indian Express App IE Online Media Services Pvt Ltd More Top structured life with regular meal times and early bedtimes can lead to a better life (Source: Thinkstock Images) Related News Living a structured life with regular meal times and early bedtimes can lead to a better life and perhaps even prevent the onset of mental illness suggests a study Our daily sleep-wake cycle is governed by an internal 24-hour timer — the circadian clock “However there is evidence that daily activity is also influenced by rhythms much shorter than 24 hours which are known as ultradian rhythms and follow a four-hour cycle” explained Kai-Florian Storch from the Douglas Mental Health University Institute and McGill University in Montreal Most prominently observed in infants before they are able to sleep through the night ultradian rhythms may explain why on average we eat three meals a day that are relatively evenly spaced across our daily wake period These four-hour ultradian rhythms are activated by dopamine a key chemical substance in the brain When dopamine levels are out of balance the four-hour rhythms can stretch as long as 48 hours In the new study conducted on genetically modified mice Storch and his team demonstrated that sleep abnormalities which in the past have been associated with circadian rhythm disruption result instead from an imbalance of an ultradian rhythm generator (oscillator) that is based on dopamine The new data suggests that when the ultradian arousal oscillator goes awry sleep becomes disturbed and mania will be induced in bipolar patients Oscillator imbalance may likely also be associated with schizophrenic episodes in schizophrenic subjects The findings have potentially strong implications for the treatment of bipolar disease and other mental illnesses linked to dopamine imbalance the authors noted The study has declarations or sops there was no soporific litany of government achievements from behind a bulletproof screen No muscle-flexing or sabre-rattling aimed at Pakistan Modi terming himself “pradhan sevak” rather than “pradhan mantri” turned a tired nationalist ritual into a powerful communication opportunity That he is an effective speaker is not new What is new is his choice to touch upon issues that do not an August 15 speech make He spoke to homes cutting through the sound and fury over rape to reach out to parents challenging them to ask of their sons what they ask of their daughters He spoke to boardrooms asking them to direct CSR funds to building toilets in schools He spoke to MPs and MLAs asking them to transform a village each under a new Sansad Adarsh Gram Yojana Suddenly Modi isn’t the centrepiece of his development agenda — he carved out a space for the many stakeholders he addressed at the Red Fort countering the rights-based approach of the previous government by foregrounding duties Clearly Prime Minister Modi has left Candidate Modi far behind The rhetoric of “achhe din” and the Gujarat model the insistence that he would solve India’s problems with his bare hands — just give me 60 months — has given way to an acknowledgement of the difficulties of governance Like the president the previous day he suggested that the magic ingredient is the citizen and invited public participation in a new national project These were the confessions of a prime minister confident of his mandate Modi is no longer the adversarial chief minister of August 15 2013 when he challenged Manmohan Singh to a debate He can now doff his turban to the contribution of all previous prime ministers declare his preference for “sahamati (consensus)” over “bahumati (majority)” and share the credit for a successful Parliament session with the opposition because he enjoys a huge majority in Lok Sabha Of course the agenda and vision that Modi presented were along anticipated lines He stressed manufacturing and exports and invited offshore capital to “make in India” He unveiled an ambitious financial inclusion scheme the Pradhan Mantri Jan Dhan Yojana through which the poorest unbanked families will get bank accounts a debit card and insurance cover Importantly the PM set some hard deadlines He assured that the blueprint of the Sansad Adarsh Gram Yojana — under which MPs can chose one village to convert into a “model” settlement by 2016 and then another two by the 2019 general elections — would be released on Jayaprakash Narayan’s birth anniversary on October 11 Similarly he undertook to launch the Clean India Campaign — which aims to build toilets including importantly separate ones for girls in every school by Independence Day next year — on October 2 This too is the politics of inclusion But perhaps the most important signal of the prime minister’s intent to broadbase partnerships for development was a substantial commitment to federalism — the states will have a considerable voice in the new institution that he announced which will rise from the ashes of the Planning Commission Along with several other state leaders chief minister Modi had been one of the commission’s most scathing critics accusing it of intruding on the turf of states and trying to micromanage their plans without due competence While nodding to its relevance in a former era he rightly asserted that the centre of gravity of development had shifted to the states A partnership between the PM and chief ministers and coordinated action between them is a sine qua non for development While much will ultimately depend on the contours of the new body the abolition of the Planning Commission marks a turning point in federal relations Great communication but there are silences in the speech too The communal incidents that have become commonplace in UP the fears of curbs on publishing and the rewriting of history textbooks were addressed only by the suggestion of a mysterious moratorium on violence The PM termed himself an “outsider” in Delhi “isolated from the elite class” He won’t be able to say this much longer He is the epicentre of the new establishment whose roadmap he sketched in his speech and it’s against his words that his action will be judged For all the latest Opinion News download Indian Express App More Related
